EFFECTIVE DATE:

REFERENCE: QB 20-303

BACKGROUND:

The United States Department of Agriculture (USDA) announced in the Federal Register Volume 86, No.161 (47284) dated August 24, 2021, an increase to the 2021 Raw Sugar Tariff Rate Quota (TRQ) of 90,100 metric tons and a reporting extension until October 31, 2021. The 2022 Raw Sugar TRQ will not be adjusted to accommodate this extension, the reporting date is also October 1, 2021.

To facilitate accurate reporting and segregation of the 2021 and 2022 Raw Sugar TRQs, a unique 9903 Harmonized Tariff Schedule Number (HTS) is combined with the current raw sugar HTS numbers for the 2021 period only.  Please report as indicated below.

Second Tariff Field

99031733

The above HTS combinations are only applicable from October 1, 2021, until October 31, 2021.  USDA has extended the 2021 Certificate of Quota Eligibility (CQE) validity until October 31, 2021. CQE numbers must be electronically transmitted into ACE and uploaded via Document Imaging System (DIS) upon request.

The Trade may transmit the quota entry summaries for the 2021 extension using the countries’ existing raw sugar balance in ACE on October 1, 2021, at 08:30am until October 31, 2021, at 4:30pm, Eastern Standard Time.  Please report transmission problems to the ACE Client Representative and Quota and Agricultural Branch (QAB).

The United States Trade Representative (USTR) will issue a Federal Register Notice (FRN) to designate the country allocations for the increased Raw Sugar quantity as referenced in USDA’s FRN Volume 86, No. 161 (47284) dated August 24, 2021.

At the end of the 2021 Raw Sugar TRQ Extended Period (10/31/2021), the records will be closed and the processing for the 2022 Raw Sugar TRQ (single HTS) will continue.
