On January 18, 2017, CBP published a general notice of “Proposed Modification and Revocation of Ruling Letters Relating to Customs Application of the Jones Act to the Transportation of Certain Merchandise and Equipment Between Coastwise Points” in the Customs Bulletin (Volume 51, Number 3).  In this notice, five (5) CBP headquarters rulings  that are referenced are not available on the CBP CROSS public database:  HQ 105644, HQ 108223, HQ 108442, HQ 113841, and HQ 114435.  These rulings may be found in the attached .pdf files.
