EAPA Action: Notice of Investigation and Interim Measures in EAPA Case 7743 – Quartz Surface Products

Washington - On February 13, 2023, CBP issued the notice of initiation of investigation and interim measures in the EAPA investigation 7743.  CBP determined that there is reasonable suspicion to find LTT International Trading Co. (LTT) of evading antidumping duty (AD) and countervailing duty (CVD) orders A-570-084 and C-570-0851 on quartz surface products (QSP) from the People’s Republic of China (China), by means of transshipment through Taiwan, when importing QSP into the United States. 

In light of CBP’s determination and pursuant to its authorities under EAPA, CBP will:

  • Require “live” entry for imports of QSP, meaning LTT must submit proper import documentation and duties prior to the release of its merchandise;
  • Suspend liquidation of entries made after initiation of the investigation and extend liquidation of entries made before the initiation; and
  • Review LTT’s continuous bonds and application of single transaction bonds for its entries, as appropriate.
