QB 21–309 2021 Specialty Sugar Period 5 Opening Date Change

QUOTA PERIOD:

October 1, 2020 through September 30, 2021

 

OPENING DATE:

Monday, April 5, 2021 at 12:00 PM Eastern Time (ET) for all time zones.

To accommodate the current demand for organic sugar and other specialty sugars, The Office of the Secretary of the Department of Agriculture is changing the date of Specialty Sugar Period 5 from July 15, 2021 to April 5, 2021.  Specialty Sugar Period 4 will open on April 15, 2021 as previously scheduled.

 

THIS QUOTA IS EXPECTED TO OVERSUBSCRIBE AT OPENING MOMENT

The Trade may transmit the quota entry summaries in ACE on April 5, 2021 from 12:00 AM (midnight) local port time until 12:00 PM (noon) Eastern Time (ET) only.  Entry summaries reported early or late (before 12 Midnight Local Port Time, or after 12 Noon ET), will not be processed for the opening; however, early transmissions may be retransmitted within the proper range of time. Please note: For remote filers, the port of entry dictates the time and date of presentation for quota purposes. 

Please immediately report transmission problems to the ACE Client Representative and HQ Quota and Agriculture Branch (QAB).  Notification delays may result in exclusion from the opening.  Entry summaries with transmission issues submitted late will be reviewed and handled by QAB on a case by case basis.

Trade Instructions: Please ensure warehouse entry summaries associated with the withdrawals are not finalized in ACE, if you experience any issues please contact your ABI client representative and notify Headquarters Quota and Agriculture Branch immediately.

CBP Instructions:  CBP Center and Port of Entry personnel should refrain from processing collections with final collection code 092, warehouse withdrawals payment should only be processed using collection code 002. Quota warehouse withdrawal final collection code close out (using collection code 092) with zero duty amount may be processed by CBP, once the warehouse ledger information is submitted by the warehouse proprietor to CBP.

Failure to follow these instructions may cause ACE processing problems and/or cargo release delays.  

To ensure reporting accuracy prior to establishing the Prorata Percentage, associated entries are held 72 hours.  After the proration percentage is calculated, QAB will release the hold and ACE filers will receive a UC message indicating the reserved or prorated quantity per reported quota line. 

Unique 9903 Harmonized Tariff Schedule Numbers (HTS) have been created and combined to the current tariff numbers, to identify Specialty Sugar Periods. If entry summaries are misclassified, they will not be included in the opening.
