The Office of Congressional Affairs (OCA) serves as the single point of contact within CBP for all communications between CBP and Congress. OCA is headed by an assistant commissioner. It is responsible for advising CBP managers on legislative and Congressional matters as well as helping members of Congress and their staff understand the many complex CBP programs and proposed programs.
