The United States Department of Agriculture (USDA) announced in the Federal Register Volume 85, No.176 (55812) dated September 10, 2020, an extension to the 2020 Raw Sugar Tariff Rate Quota (TRQ), until October 31, 2020. The 2021 Raw Sugar TRQ will not be adjusted to accommodate this extension, the reporting date is also October 1, 2020.
To facilitate accurate reporting and segregation of the 2020 and 2021 Raw Sugar TRQs, a unique 9903 Harmonized Tariff Schedule Number (HTS) is combined with the current raw sugar HTS numbers for the 2020 period only. Please report as indicated below.
|First Tariff Field||Second Tariff Field|
The above HTS combinations are only applicable from October 1, 2020 until October 31, 2020. USDA has extended the 2020 Certificate of Quota Eligibility (CQE) validity until October 31, 2020. CQE numbers must be electronically transmitted into ACE, and uploaded via Document Imaging System (DIS) upon request.
The Trade may transmit the quota entry summaries for the 2020 extension using the countries’ existing raw sugar balance in ACE on October 1, 2020 at 08:30am until October 31, 2020 at 4:30pm, Eastern Standard Time. Please report transmission problems to the ACE Client Representative and Quota and Agricultural Branch (QAB).
