To identify all Refined Sugars and Specialty Sugar Periods, unique 9903 Harmonized Tariff Schedule Numbers (HTS) have been created and combined to the current tariff numbers.  Please report as indicated below.

SPECIAL INSTRUCTIONS:

Please refer to chapter 99, subchapter IV, U.S. note 1 for the list of countries that are not subject to additional agricultural safeguard duties under heading 9904.  Imports from these countries should be presented as a 01entry type using the high rate (over-quota) tariff number provided for in chapters 17 or 21, without the Chapter 99 HTS number.  Non-ABI entry summary must be updated in ACE prior to processing collections.
