Unique 9903 Harmonized Tariff Schedule Numbers (HTS) have been created and combined to the current tariff numbers, to identify all Refined Sugars and Specialty Sugar Periods.  Please see the detailed numbering system below for the final 2016 Specialty Sugar Periods.  A Quota Bulletin for the 2017 Refined and Specialty Sugar Allocations will contain the complete HTS number combinations.

Note: HTS numbers 1701.99.1025 and 1701.99.1050 are for refined sugar and should not be used for the specialty sugar openings.

This Quota is expected to oversubscribe at opening moment.

Specialty Sugar is available on a first-come, first-served basis. The opening times are 1:00 PM Eastern Daylight/Standard Time or its equivalent in other time zones.

Note: USDA Sugar Certificate required and must be electronically transmitted, if not return to the filer for corrective action.

Use entry type 02, 06, 07, 12, 23, 32, 38, or 52; report in kilograms


Please refer to chapter 99, subchapter IV, U.S. note 1 for the list of countries that are not subject to additional agricultural safeguard duties under heading 9904. Imports from these countries should be presented as a type 02 entry using the high rate (over-quota) tariff number provided for in chapters 17 or 21, without the chapter 99 HTS number. These entries must still be reported through the ACS quota module.
