QUOTA PERIOD:

October 1, 2015 through September 30, 2016

OPENING DATE:

Thursday, October 1, 2015 at 1:00 PM Eastern Daylight Time (EDT) or its equivalent in other time zones

THIS QUOTA IS EXPECTED TO OVERSUBSCRIBE AT OPENING MOMENT

RESTRAINT LEVELS:

Refined and Specialty Sugar              7,090,000 kg

Canada (CQE required)                     10,300,000 kg

Mexico (CQE required)                     2,954,000 kg

There will be five successive openings for Specialty Sugar; available on a first-come, first-served basis.  The dates (opening times are 1:00 PM Eastern Daylight/Standard Time or its equivalent in other time zones) and quota limits for these openings are as follows:

First tranche               October 09, 2015                      1,656,000 kg*

Second tranche           October 23, 2015                    27,850,000 kg*

Third tranche              January 08, 2016                    27,500,000 kg*

Fourth tranche                April 08, 2016                     27,500,000 kg*

Fifth tranche                     July 08, 2016                    27,500,000 kg*

The second through fifth tranches will be reserved for organic sugar and other specialty sugars not currently produced commercially in the U.S. or reasonably available from domestic sources.

*NOTE: USDA Sugar Certificate required and must be electronically transmitted, if not return to the filer for corrective action.

SPECIAL INSTRUCTIONS:

Please refer to chapter 99, subchapter IV, U.S. note 1 for the list of countries that are not subject to additional agricultural safeguard duties under heading 9904.  Imports from these countries should be presented as a type 02 entry using the high rate (over-quota) tariff number provided for in chapters 17 or 21, without the chapter 99 HTS number.  These entries must still be reported through the ACS quota module.
