Temporary Duty-Free Treatment of Infant Formula and Infant Formula Base Powder

In 2022, the President signed the Formula Act (H.R. 8351) and the Bulk Infant Formula to Retail Shelves Act (H.R. 8982). These acts provided for the temporary duty-free treatment of infant formula and infant formula base powder, respectively. Below CSMS messages are CBP's guidance for the implementation of the temporary duty-free treatment. The duty-free treatment expired on December 31, 2022.
