These items can carry harmful pests and diseases, such as citrus huanglongbing.</p> <p>Huanglongbing, also known as HLB or citrus greening, is a disease caused by a bacterium that can infect most citrus varieties and some ornamental plants such as orange jasmine. If allowed to spread, the virus can be devastating to America’s citrus industry. This dangerous plant disease was first detected in the U.S. in 2005 in Miami-Dade County, Florida. According to the U.S. Department of Agriculture, huanglongbing is one of the world’s most serious citrus diseases. There is no known cure for this plant disease, which kills citrus trees and greatly reduces citrus production.</p> <p>Many border communities celebrate Día de los Muertos by constructing altars or memorials to honor the lives of loved ones or famous persons who have passed on. Common flowers used in these memorials are yellow and orange Marigold and other ornamental greenery like Murraya or orange jasmine. Murraya is a host plant for the Asian citrus psyllid, Diaphorina citri Kuwayama, an insect that can carry the bacteria that cause huanglongbing and is therefore prohibited from entering the U.S.</p> <p>“We want to remind travelers that there are certain types of greenery and citrus that are prohibited from entering the U.S.”, said Sidney Aki, Director of Field Operations for the San Diego Field Office. “Protecting U.S. agricultural resources from invasive pests and diseases is crucial to ensuring economic vitality.”</p> <p>Prohibited citrus includes the following: oranges, grapefruit, tangerines, sour oranges, and sweet limes. Other popular fruits that are also prohibited include guavas, mangoes, peaches, and pomegranates.</p> <p>In addition to these fruits, the importation of tomato and pepper plants from Mexico is prohibited. This prohibition went into effect in November 2019 to prevent the spread of the Tomato brown rugose fruit virus, which can cause severe fruit loss in tomato and pepper crops.</p> <p>Failure to declare prohibited agricultural items can result in fines. The passenger requested that the meat not be seized because it cost over $2,000. CBPAS informed him that cured and dried beef from South Africa was restricted due to animal diseases, including Foot and Mouth Disease, and it would be seized and destroyed via steam sterilization.</p> <p>The most common items seized are pork and beef sausages, plants, plant materials, seeds for planting, and fruit. Chief CBP Agriculture Specialist, Lauren Lewis said, “during certain holidays and seasons, there is a significant increase in beef and pork, and we work closely with the traveling public to inform them of certain products that cannot enter the country due to animal diseases.”</p> <p>“Minnesota’s CBP agriculture specialists are focused on their mission to prevent entry of prohibited items from entering into the United States,” said LaFonda D. UU. “Comprenda que los oficiales de CBP pueden inspeccionarlo a usted y sus pertenencias personales, para hacer cumplir nuestras leyes y proteger a los viajeros legítimos.”</p> <p> Los viajeros pueden saber cómo completar su paso por aduana. Cuando los viajeros parten de SJU en vuelos internacionales, se detendrán para tomarse una foto en la puerta de embarque. El proceso de salida biométrica de CBP comparará la nueva foto del viajero con una pequeña galería de imágenes de alta calidad que el viajero ya ha proporcionado al gobierno de los EE. UU., como fotos de pasaporte y visa.</p> <p>Los viajeros que deseen optar por no participar en el nuevo proceso biométrico pueden notificar a un oficial de la aerolínea o a un oficial de CBP cuando se acerquen a la puerta de embarque. Other options such as the U.S. passport card, trusted traveler cards, border crossing card and permanent resident card can be used to enter the United States from Canada, Mexico, the Caribbean, and Bermuda at land or seaports.</li> <li>For citizens of Visa Waiver Program countries traveling to the U.S., make sure that you have an approved <a href="https://www.cbp.gov/travel/international-visitors/esta">Electronic System for Travel Authorization</a> (ESTA) before boarding. </li> <li>Upon reaching CBP processing declare everything you are bringing from abroad, even if you bought it in a duty-free shop.  Know that things bought abroad for personal use or as gifts may be eligible for duty exemptions.  If you are bringing them back for resale, they are not.</li> <li>Know the difference between prohibited merchandise (which is forbidden by law to enter the U.S.) and restricted merchandise (items needing special permit to be allowed into the U.S.). The upgraded kiosks use facial biometric technology to confirm the traveler identify and making and admissibility decision without producing a receipt. This provides a faster, secure, streamlined and touchless experience for Global Entry members traveling internationally while protecting the privacy of all travelers. Global Entry <a href="https://www.cbp.gov/newsroom/local-media-release/cbp-starts-global-entry-receiptless-facial-kiosks-luis-munoz-marin">Receiptless Facial Kiosks</a> are now available at the Luis Munoz Marin International Airport (SJU). </p> <p>Travelers who do not have Global Entry may use the <a href="https://www.cbp.gov/travel/us-citizens/mobile-passport-control">Mobile Passport Control</a> (MPC). This app allows eligible travelers to submit their passport and customs declaration information through a free, secure app on their smartphone or other mobile device. The use of MPC streamlines the traveler’s entry process into the United States by reducing passport control inspection time and overall wait time. Use of MPC is free and does not require pre-approval.</p> <p>Also at SJU <a href="https://www.cbp.gov/newsroom/local-media-release/cbp-and-aerostar-launch-biometric-exit-sju-san-juan-puerto-rico">Biometric Exit</a> is operational which uses biometric facial comparison process at a time and place where travelers are already required by law to verify their identity by presenting a travel document. When travelers depart from SJU on international flights, they will pause for a photo at the departure gate. CBP’s Biometric Exit process will compare the new photo of the traveler to a small gallery of high-quality images that the traveler has already provided to the U.S. Government, such as passport and visa photos.</p> <p>Travelers who wish to opt out of the new biometric process may notify an airline official or a CBP officer as they approach the departure gate. Garcia. “These removals represent an undertaking aimed toward ensuring the delivery of consequences to uphold the laws of the United States and protect every U.S. citizen.
