Northern Border PA Framing Paper for Tribal Consultation

CBP is pursuing a Programmatic Agreement to tailor Section 106 consultation.  Per Presidential Memorandum (November 2021) on Uniform Tribal Consultation, a framing paper is to accompany a notification of consultation / invitation to consult for tribes.

CBP is pursuing a programmatic agreement (PA) for Section 106 consultation. Per the Presidential Memorandum on Uniform Tribal Consultation (Nov 2021) and ACHP best practices for program alternatives, such as PAs, a tribal consultation plan is highly recommended.
