CBP had completed eight (8) EA’s and had drafted an additional 10 NEPA documents prior to the April 2008 waiver. After the waiver, to meet the DHS commitment for responsible environmental stewardship, CBP voluntarily revised the incomplete NEPA planning documents into ESPs. CBP also developed comprehensive Biological Resources Plans (BRPs) to evaluate potential impacts on natural resources and endangered species that were incorporated into the ESPs. The draft BRPs were coordinated with the USFWS. The final ESP plans incorporated public comments received on the draft NEPA documents and were then published on the Border Fence Planning Web site for public information.
