Remote Location Filing (RLF)

RLF is an electronic program which allows an approved Customs broker with a valid national permit to electronically transmit data associated with an entry in a completely electronic data interchange system to a RLF operational Customs and Border Protection location.

RLF Test Eligibility Requirements

  1. Filers may submit ACE entries in two ways; certified for ACE cargo release from summary or in a “two-step process” filing a cargo release and followed by a separate entry summary under this test.

  2. Only entry types 01, 02, 03, 06 (weekly FTZ filings are now included), 07, 11, 12, 21, 22, 23, 31, 32, 34, 38, 51, 52 and 86, are eligible.

  3. Customs brokers must possess a valid national permit as required by 19 C.F.R. § 111.19(f) (this requirement does not apply to individuals filing as importer of record for their own transactions).

  4. All invoices required or requested by CBP, including pro forma invoices, must be submitted using the Document Image System (DIS).

  5. Participants must also participate in the eBond test if submitting single transaction bonds.

  6. RLF entries may be filed at all ports of entry.

  7. Participants in Partner Government Agency (PGA) pilots testing the PGA message set or DIS uploads of PGA forms may file RLF for eligible pilot PGA forms and locations.  Ineligible PGA forms for RLF processing include Department of State’s DS-1504 and DS-2031.  These forms may not be processed via RLF.

  8. Any party who wishes to participate in this test should contact their assigned client representative and request to participate.

  9. Any operational questions should be directed to the CBP Port or Center.  Technical questions should be directed to the assigned client representative.
