At the end of an exceptional and unforgettable Fiscal Year 2021, U.S. Customs and Border Protection (CBP) Office of Information and Technology (OIT) is pleased to present the Fiscal Year 2021 - OIT Year in Review Report. The accomplishments and growth of OIT outlined in this publication represent a year highlighted by historic challenges and dedication to mission success. The report highlights below are just a sample of the extensive details in the report.

Publication highlights:

  1. Mission Applications: Automated workflows with Robotic Process Automation (RPA); enhanced the Automated Commercial Environment to process $2.7 Trillion in Total Goods Value; and advanced and deployed biometric comparison capabilities. Supported the largest border surge, the largest airlift of over 85,000 evacuees, and successfully collaborated to receive the first OMB Technology Modernization Fund (TMF) in DHS to modernize ACE Collections.
  2. Mission Infrastructure: Increased network availability to 99.71%, migrated 45% of CBP’s application portfolio to the cloud, and migrated 1,153 circuits supporting 923 land-mobile radio tower locations, and 1,774 data circuits at 1,271 field sites.
  3. Mission Trusted Partner Initiative: Led engagements with internal CBP partners, coordinated with 98 countries, and established a technology roadmap with “five-eye” countries in the Border 5/Migration 5 (B5/M5) CIO Tech Forum.
  4. Mission Cybersecurity: Received best-ever Federal Information Security Modernization Act (FISMA) score in OMB/DHS Cyber scorecard. Established the Cyber Threat Hunting program and achieved a 98% reduction in the Financial Systems Audit (FSA). Notices of Findings and Recommendations led to DHS’s clean audit opinion. This was our best FSA results ever with zero IT findings! Successfully protected CBP from the largest supply chain cyberattack (Solar Winds).
  5. Mission Enterprise IT Governance: Achieved the best-ever National Archives and Record Administration (NARA) Records Management Self-Assessment (RMSA) with a 94% rating score! Established the IT Governance Council to oversee CBP’s entire enterprise Information Technology/Information Resource Management Portfolio. Established first Enterprise Architecture Technical Reference Model to guide efficiency and standardization of enterprise technology acquisition and insertion requests.
  6. CIO Business Operations: Facilitated the relocation from 11 offices into a consolidated facility in Ashburn, VA, and launched four workforce experience initiatives to recognize and support our people: Fostering Growth and Development, Recognizing OIT Values in Action, OIT Rotation Program, and Resilience Matters.

The OIT team has had three back-to-back years of outstanding achievement. As we settle into Fiscal Year 2022, we look forward to continued engagement with our partners to provide even better support of CBP operations at the speed of mission.
