30 Percent or More Disabled

The 30 Percent or More Disabled hiring authority enables CBP to appoint an eligible candidate to any position for which he or she is qualified, without competition. Unlike the Veterans Recruitment Appointment, there is no grade-level limitation. Initial appointments are time-limited, but must last more than 60 days; however, positions can be converted to permanent status at any time during the time-limited appointment.

Eligibility

You are eligible if you:

  • retired from active military service with a service-connected disability rating of 30% or more;
  • have a rating by the Department of Veterans Affairs showing a compensable service-connected disability of 30% or more; or
  • possess or anticipate a 30% or more Disabled Veteran Authority and/or Schedule A hiring authority eligibility and are within four months of separating from service.

Documentation Required

  • DD-214 or Statement of Service with all campaign medals contained therein (Social Security Number redacted)
  • VA Disability Rating Letter and/or Schedule A Letter
  • Standard Form 15 and supporting documents requested on Standard Form 15

Major Duties and Responsibilities

  • Respond to administrative and programmatic problems brought to the attention of the manager. Relieve the manager of unnecessary interruptions and demands on his/her time by handling matters of an administrative or general nature or referring particularly technical matters to the appropriate individual(s).

  • Develop, revise, and analyze internal administrative policies, procedures, and management processes of the office through independent reviews, coordination with internal and external components, preparation of staff reports, and extensive research and analysis.

  • Participate in staff conferences conducted for managers or executives in attendance.

  • Maintain information regarding issues and problems under the jurisdiction of the manager. Responsible for ensuring that issues or problems are addressed by subordinate office and expedites such actions, as necessary.

  • Compose responses to general correspondence or inquiries addressed to the manager. Perform extensive administrative research, coordinates with affected program offices in developing such responses, and sign them as a representative for the manager, when appropriate.

  • Arrange for the preparation of briefing materials, talking points, and executive summaries to be viewed by the manager. Major Duties and Responsibilities

  • Assist in preparing press releases and in planning for public affairs campaigns, e.g., arranges for meeting space and drafts handouts.

This position acts as a business analyst on Human Resources Information Systems responsible for developing and maintaining application software to support the information needs of human resources.

  • Ensure that each project is supported by a solid set of management plans such as: Overall Business Plan, Systems Design and Development, Testing Plan, and Implementation Plan.
  • Analyze staffing, hiring, pre-employment, employment, and other processes as they relate to HR with recommendations to streamline processes and establish more effective relations with the respective organizations.

The Automation Developer manages a wide range of responsibilities that include transformation initiatives across the HRM enterprise, to include technology acquisition and implementation, process automation, and change management initiatives. Specifically, the Automation Developer serves on a team that develops solutions using Robotic Process Automation (RPA) for use across HRM in a wide variety of processes.
