Overview

This job series covers positions responsible for providing support, guidance, and expertise in various Human Resources (HR) functions.  Specialty areas include HR information systems, compensation and classification, recruitment and placement, employee benefits, human resources development, performance management, and employee and labor relations.  HR Specialists perform their work in a multitude of different office settings, processing a wide variety of HR actions that involve various forms, hiring authorities, action codes, regulatory policies and procedures, and pay systems. 

 

Duties at CBP

Work within this job series requires an HR Specialist to perform a variety of duties that involve knowledge in applying and conforming to precedents, laws, and regulations; resolving complex issues and providing guidance on policies and procedures; and providing a wide range of HR services to enhance the agency mission.  Typical work assignments may include:

  • Analyzing substantive HR issues characterized by complex, controversial, and/or sensitive matters that contain interrelated issues;
  • Providing expert and comprehensive advisory and technical services to the Human Resources Division;
  • Identifying, evaluating, and recommending to management appropriate human resources interventions to resolve complex HR issues;
  • Developing new or modified work methods, approaches, or procedures for delivering effective HR services to customers; and
  • Developing and delivering briefings, project papers, and reports to managers to foster understanding of HR policies, rules, and regulations.
