Matthew Eagan, Assistant Commissioner
Matthew Eagan is the Assistant Commissioner of the U.S. Customs and Border Protection (CBP) Office of Congressional Affairs (OCA). With more than a decade of experience in policy development, strategic outreach, and federal advocacy, Mr. Eagan has been pivotal in developing and advancing public policy and national security legislative priorities. In his new role, Mr. Eagan leads CBP’s legislative engagement and collaboration with Congress in pursuit of effective solutions and resources to address our Nation’s evolving border security, trade, travel, and immigration challenges.
Before his appointment as Assistant Commissioner, Mr. Eagan was the Director of Federal Affairs at the Texas Public Policy Foundation (TPPF), where he oversaw the Foundation’s congressional outreach and advocacy on several federal policy issues, including border security, immigration, energy, health care, and education.
Prior to his tenure at TPPF, Mr. Eagan worked as a Government Relations Manager at The Heritage Foundation, where designed strategic policy campaigns and advocacy programs and collaborated with key congressional stakeholders to advance The Heritage Foundation’s research and policy solutions.
Mr. Eagan’s career began in the U.S. House of Representatives, where he served as a Legislative Assistant focusing on domestic policy.
Mr. Eagan holds a Bachelor of Arts in History from the University of Wyoming.
Stephanie Talton, Deputy Assistant Commissioner
Stephanie Talton is the Deputy Assistant Commissioner (DAC) for the Office of Congressional Affairs (OCA). In this role, Ms. Talton is responsible for leading OCA, which is the main conduit between Congress and CBP. OCA liaises with Congress, to include the Committees with jurisdictional and appropriations oversight of CBP, addressing the needs of the Hill to perform these functions, while advocating for legislation and preparing CBP executives for engagements with the Hill.
Prior to her position as DAC of OCA, Ms. Talton spent three years as the chief of staff for the Office of Trade, managing the day-to-day operations of the Office of the Executive Assistant Commissioner, including overseeing communications, executive secretariat, and congressional functions.
Ms. Talton started her CBP career in September 2005 as a congressional liaison, working a number of issues including appropriations, border security, travel facilitation, and cargo security. Ms. Talton spent five years in OCA as the branch chief for the Field Operations and Intelligence branch, overseeing congressional strategy and outreach on all issues related to passenger processing and admissibility, cargo security, interdiction efforts at the ports, facilities, targeting and intelligence.
Ms. Talton holds a Bachelor of Arts in Political Science from the Johns Hopkins University and a Master of Arts in Governmental Administration from the University of Pennsylvania.

Acting Director: Daniel Schroeder
The Border, Air, & Marine Operations Directorate leads CBP efforts to secure land and maritime borders between ports of entry. It serves as the main point of contact for Congressional committees and staff regarding the U.S. Border Patrol and Air and Marine Operations.

Acting Director:
The Budget & Appropriations Directorate leads CBP's involvement in the annual congressional budget and appropriations process. It serves as the primary liaison to the House and Senate appropriations and budget committees, working to secure funding for CBP's priorities and initiatives.

The Management, Operations, and Communications (MOC) Directorate leads inter-office coordination for OCA taskings, correspondence, reports, and FOIA requests. It manages OCA’s budget, internal policies, congressional directives, hiring, and office operations, including facilities, equipment, and supplies.
Key Responsibilities:
- Responding to congressional correspondence and managing reports, hearing transcripts, and related records for CBP and DHS leadership.
- Supporting OCA outreach through media and events that communicate CBP’s mission, operations, challenges, and achievements to Congress.
- Helping articulate CBP’s long-term priorities and improving collaboration across CBP offices.
- Assessing strategic congressional actions and key issues.
- Promoting congressional understanding and support for CBP operations, policies, and initiatives in partnership with CBP leadership and DHS.
Director: Sabrina Scott
The Operations Support and Enterprise Services Directorate manages CBP’s legislative priorities related to critical operational and organizational support functions. It has two divisions:

The Trade and Field Operations (TFO) Directorate manages CBP’s legislative priorities related to trade enforcement, facilitation, and operations at sea, air, land, and land ports of entry. It has two divisions:
Trade and Agriculture Division
- Serves as the Congressional point of contact for trade policy, program development, and enforcement.
- Coordinates with committees to develop trade policies affecting CBP officers, agriculture specialists, and other field staff.
- Key issues: trade modernization, e-commerce, intellectual property, forced labor, antidumping/countervailing duty, ACE (Automated Commercial Environment), textile enforcement, the Jones Act, and CBP trade function reauthorization.

- Trusted Traveler and cargo security programs
- Global pandemic response, mass migration events, and non-intrusive inspection technology
