David Higgerson is Named DFO for Laredo Field Office, Replaces Acting DFO Sanchez

LAREDO, Texas – U.S. Customs and Border Protection announced today that David P. Higgerson, formerly the Director of Field Operations, El Paso Field Office has been selected as Director, Field Operations for Laredo Field Office. Higgerson succeeds Noel Sanchez, acting DFO, Laredo Field Office and former Deputy Commander, South Texas Campaign. Mr. Higgerson is expected to enter on duty in Laredo in late June 2014.

“I look forward to reconnecting with the South Texas community where I had previously served for a substantial part of my career and working together in partnership with fellow federal, state and local law enforcement partners, trade stakeholders, consular and municipal officials from both the U.S. and the Government of Mexico to facilitate lawful trade and travel while upholding our priority border security mission,” Higgerson said.

As Director of Field Operations for Laredo Field Office, Higgerson will oversee the operations of eight ports of entry extending from Brownsville, Texas to Del Rio, Texas.  The Laredo Field Office processes the largest amount of land-based commercial truck traffic in the United States with nearly $143 billion in merchandise entering in FY2013 through the 23 crossings, six airports and one seaport which comprise the eight ports of entry.

In addition, in FY2013, CBP officers seized 93,011 pounds of narcotics valued at $358 million while processing over 2.8 million commercial trucks, 19.3 million privately-owned vehicles, 53 million passengers and pedestrians and 69,364 buses within the Laredo Field Office.

Mr. Higgerson had previously served as the DFO at the El Paso Field Office from July 2013 to present and was responsible for the operation and enforcement activities at 11 international ports of entry.

From 2012 to 2013, Mr. Higgerson served as the Acting DFO in El Paso.  Prior to El Paso Mr. Higgerson served as the DFO for the Tucson Field Office from 2007 to 2012.

Mr. Higgerson has more than 40 years’ experience in government, with vast experience in international relations, law enforcement, and trade issues.  A proven leader, he has been the recipient of numerous awards, including several from such prestigious organizations as the World Customs Organization.  He is also a proud graduate of St. John Military Academy.  Mr. Higgerson is married to Maria Teresa Higgerson and has five children.

Mr. Higgerson began his career working with Canal Zone Customs in the Panama Canal Zone in 1971.   Prior to being selected as the Director, Field Operation in Tucson, Mr. Higgerson worked in a variety of positions, including as the Port Director in Hidalgo-Pharr, TX, the fourth-largest port of entry along the U.S.-Mexico border.  He has also served as the acting Director of Field Operations for the Laredo Field Office, where he oversaw operations at eight ports of entry extending from Brownsville to Del Rio.  

Mr. Higgerson performed honorable military service with the U.S. Army and is a proud graduate of the St. John Military Academy. He also holds an Associate’s Degree in Accounting.
