Larry (Dave) Fluty, Assistant Commissioner, Laboratories and Scientific Services


Larry (Dave) Fluty is the Assistant Commissioner for the U.S. Customs and Border Protection (CBP) Laboratories and Scientific Services. As the LSS Assistant Commissioner, Mr. Fluty is responsible for coordinating rapid, accurate, and reliable forensic and scientific services in support of border security and trade enforcement.

Mr. Fluty previously served as the Acting Assistant Secretary for DHS’s Office of Health Affairs, Deputy Assistant Secretary of the DHS Office of Countering Weapons of Mass Destruction, and Deputy Assistant Director of Operational Support at the DHS Domestic Nuclear Detection Office. At CBP, he served as Area Port Director for the Houston/Galveston Seaport, Deputy Assistant Commissioner for Training and Development, CBP Director of Scientific Services, and Director of the CBP Southwest Regional Science Center in Houston, Texas.  Mr. Fluty began his Federal career at the U.S. Customs Service in 1994, as a Forensic Chemist in the San Francisco Laboratory.

Mr. Fluty is a graduate of the CBP Senior Executive Service Candidate Development Program. He holds a bachelor's degree in Chemistry from the University of the Pacific and is a Senior Executive Fellow at Harvard University's John F. Kennedy School of Government.
